Certified Prevailing Wage Schedule Required

Pursuant to NYS Labor Law Article 8, § 220, all laborers, workers, and mechanics employed upon this public work must be paid not less than the prevailing rate of wages and supplements as certified by the State Department of Labor.

Mandatory Vendor Prequalification & Scoring

  • Technical Engineering Competence (35%): Proven past performance constructing utility-pole aerial fiber and underground directional boring in NYS climate conditions.
  • Cost Proposal & Price per Passing (30%): Firm fixed pricing for route engineering, pole attachment make-ready, drop installations, and network operations center (NOC) integration.
  • Project Schedule & Milestone Guarantees (20%): Ability to complete Phase 1 construction within 180 calendar days of Notice to Proceed.
  • MWBE / SDVOB Participation Goals (15%): Minimum 30% Minority/Women-Owned Business Enterprise and 6% Service-Disabled Veteran-Owned Business subcontracting commitment.
